Web logs, weblogistan and blogtopia have become the main subject of study in social sciences. Why weblogs are important? There are many approaches that could address this question one of which is the role of weblogs in achieving materialization of democratization program and democratization process. In this article, author on the base of critical theory, capabilities of weblogs for democratization, test the effect of multidimensional and extra territory situation in internet age. The main aim of this article is to provide explanation about abilities of weblogs and internet in PUBLIC sphere. Author believes that weblog create multidimensional abilities. So, these expand new colony or new PUBLIC sphere. The focal point in this article is on democracy, human right and political development.

PUBLIC parking is an inseparable element of the cities. Parking shortage brings many direct and indirect negative impacts on the citizens' life, including wasting citizen's time while seeking barely found parking spots, and increasing vehicle traffic and air pollution. Our analysis of the supply and demand of parking SPACEs in Tehran, Iran shows Tehran lacks about 40\% of its parking SPACEs causing the citizens to suffer daily. Assessment of unfavorable impacts of the parking shortage and the way citizens deal with it can be used for better parking management by the city managers and policymakers. To this end, in this research, we conduct a questionnaire survey to extract and assess Tehran citizens' opinions on different aspects of the issue. A 19-question survey with five main categories was designed. These categories include, 1)the extent of the wasted time for finding free parking SPACEs, 2) citizens' priorities for the type of the parking SPACEs, 3) price of the parking SPACEs, 4) type of complementary facilities, and 5) the main sources of the PUBLIC parking issues. The results achieved in the survey indicate severe impacts of the parking issue on the citizens' life. For example, 74\% of the respondents indicated that on average they spend more than 10 minutes for finding free parking spots in the city while 65\% of them suffer from high tension and stress during this time. About 66\% of people expressed they have witnessed or even have been involved in the street fights and quarrels on free parking SPACEs. The lack of free parking SPACE, with the frequency of 78\%, and the poor PUBLIC transportation, with the frequency of 42\%, were found in the survey as the main sources of the parking issue on the citizens' point of view. In the current situation, parking price, type of parking SPACE and complementary facilities in the parking buildings are not the citizens' main concerns. Though, being able to find a parking SPACE, not so far from their destination, is the main preference.

This paper examines the funding sources of SPACE industry. First, an overview of the SPACE economy and investment flows in the industry is presented. Long-run trends indicate an increase in PUBLIC and private investment in the SPACE industry. Government funding is the most important source of funding for SPACE programs. Also, the international cooperations in this industry has played a significant role in the development path of SPACE activities. On the other hand, more applications in the services and other economic sectors has increased the entry incentives for private investors. Therefore, financing SPACE projects through private funds is also one of the growing trends in the SPACE industry. The findings show that the shift of governments from construction investments to commercialization investments. In contrast, the increasing application of SPACE activities and the digitalization pattern of the industry have paved the way for micro-actors to enter with less financial resources.

PUBLIC SPACEs are expected to provide the setting for many people activities. However, expressing fear on being victimized by people, in general and by gender, religious and ethnic minorities, in particular, had impact on their presence -incorporating both in quality and quantity -in PUBLIC SPACEs. Clearly, emerging fear of crime in urban SPACEs would reduce PUBLIC involvement and make it allowable under limited and specific circumstances. Active involvement of women, children and elderly as well as ethnic and religious minorities are impressed by this reductionism in defining urban SPACEs and leads to further civilization and contraction of PUBLIC SPACEs in a long time. The major finding of this field study in Tehran presented that some of the unsafe urban SPACEs which invokes physical, mental, physiological and financial threats for citizens prevented their widespread and active presence in urban SPACEs and in better words, contraction of urban PUBLIC sphere.

PUBLIC SPACEs have a great capacity for developing social human aspects due to social interactions and participating in social life of cities. Responsibility of these SPACEs not only can develop social and individual human aspects but it also can improve person to person and person to place interactions. In this article, the aim was to achieve principles and indicators of designing responsible PUBLIC SPACEs by applying archival study technique. Reviewing literature shows that there are different indicators that refer to different physical and activity aspects of PUBLIC SPACEs. However, regarding those indicators from one hand and different aspect of place (Canter’s model) and human needs (Maslow’s model) on the other hand, a “responsible PUBLIC SPACE” can be defined by four main aspects. These aspects that have been discussed in this article include: Physical, activity, social and meaning responsibility each of which has its own special indicators.

Problem statement: Regardless of the consensus about the necessity of efficient PUBLIC SPACEs to improve various dimensions of life in the city, there is no agreement in terms of the criteria for the formation of efficient PUBLIC SPACEs as an ever-evolving concept. It seems that some of the listed criteria, according to philosophical partialism, are not in line with the evolution of this concept from an urban SPACE based on the opposition of mass and emptiness to an ideal SPACE for the realization of democracy, the flourishing of social life, and a processual and relational existence. This issue clarifies the need to revise the normative definitions of “good form of PUBLIC SPACE” by adopting a holistic perspective that includes the human-meaning dimensions of the SPACE and the effect of other agencies such as the characteristics of the context and power institutions. Research objectives: The purpose of the current research is to evaluate the existing theories about “efficient PUBLIC SPACE” and its relationship with the process of the semantic and functional evolution of SPACE in the PUBLIC domain of the city. While providing a general picture of the development process of the interdisciplinary concept of “PUBLIC SPACE”, this study attempts to present the knowledge gap in the previous theoretical literature, and provide a more appropriate approach, to the possibility of progress and development of theory in this field. Research method: This study used an integrative approach to combine and critique the previous views and lay the groundwork for the re-conceptualization of “SPACE in the PUBLIC sphere of the city. ” The data was collected using the library method based on the conceptual structure of the review and analyzed using the methods of critical analysis and conceptual classification. Conclusion: Normative-prescriptive definitions of efficient PUBLIC SPACE are not in sync with the evolution process of the content-descriptive definition of PUBLIC SPACE. As a result of the incorrect epistemological orientation to the concept of SPACE, partial criteria only consider one of the physical and semantic aspects of SPACE or the algebraic sum of the two and do not provide a comprehensive picture of the multi-dialectical and disputed concept of SPACE in the PUBLIC domain of the city. In such a way that, despite the new forms of interwoven communication between man and the city under the concepts of “PUBLIC SPACE” and “PUBLIC urban process”, we witness a kind of historical regression to the concepts of “urban SPACE” or a selected representation and image of the concepts of “PUBLIC SPACE” and “PUBLIC SPACE. ” The definition of the good form of the PUBLIC SPACE, according to the continuously evolving and multi-factorial nature of the SPACE, should go beyond the instructions about shaping the SPACE and rely on a holistic approach and formulating a set of flexible and paradigmatic holistic, multi-dimensional, multi-scale, and multi-dimensional equations and dynamic processes. It includes the formation of PUBLIC SPACE.
